A bowl is different in structure to a cup. A cup is not a bowl and can't be regarded as a bowl. A bowl is bigger while a cup is smaller.
So serving a soup that is in a cup size but referring to it as a bowl in the restaurant menu is a misinterpretation and even charging higher on it is well misinterpreted and customers will fall for it.
